CHAPTER 10 · AI AND SOCIETY

AI, democracy and public debate

AI can help people understand complex documents, but it can also make mass deception easier.

What is it?

AI can help citizens understand complex laws and documents and make it easier to take part in public debate. But it can also produce misleading content, fake profiles and targeted propaganda cheaply and at scale.

An everyday example

A citizen uses a chatbot to work out what a bill means, while hundreds of automatically written fake comments circulate on social media.

Why does it matter?

Democracy needs shared facts and trust in information. AI can strengthen or weaken both.

A common misconception

That more information means a better public debate. Speed and volume are not quality.

In more detail

How can it benefit the public?

Through more accessible translations, explanations of regulations, analysis of open data and easier access to information.

How can it do harm?

Through fake recordings, automated mass persuasion, discrimination and opaque decision-making.

What does democratic oversight mean?

The possibility of public debate, independent checking, legal remedies and oversight of institutions and providers.

What is a good media habit?

Before sharing, check the source, the date, the context and who benefits from the claim.

Remember: The speed of information is not the same as the quality of public debate.
